Standard supplementary health insurance (TSS) in Turkey generally does not cover dental treatment; additional dental cover or a dental package is needed. Depending on the policy, dental packages may include examinations, X-rays, scaling, fillings and sometimes whitening. Orthodontics is excluded from most policies. Limits, caps on the number of treatments, waiting periods and co-payments vary from policy to policy.
Does private health insurance cover dental treatment?
Private health insurance covers dental treatment only if the policy includes dental cover. In many policies, dental treatment is kept outside the main cover and offered as separate additional cover or as a dental package.
So before assuming "I have insurance, my dental treatment will be covered", you first need to check whether your policy includes dental cover. Even if it does, which procedures it covers, with what limit and under what conditions, varies by policy.
In policies with dental cover, preventive procedures, that is examinations, X-rays and scaling, are generally included more often. Cosmetic procedures, on the other hand, are kept more limited. On this page we describe the general framework; the specific terms of your policy always take precedence, and only your insurance company can give definitive information.
Does supplementary health insurance (TSS) cover dental care?
Standard supplementary health insurance generally does not cover dental treatment. TSS is a product designed to cover the extra charge at private institutions for services covered by SGK (Turkish Social Security Institution), and additional cover is often needed for dental care.
- Standard TSS: Dental treatment is mostly excluded.
- TSS + additional dental cover: Dental procedures specified in the policy may be covered within set limits.
- Separate dental package: Some companies offer a separate package or policy for dental care.
Policy names and contents differ from company to company. You can get definitive information from your policy document or your insurance company.
What can a dental package cover?
Depending on the policy, dental packages may include procedures such as examinations, X-rays, scaling, fillings and sometimes whitening. The table below shows a general trend; your policy may be different.
| Procedure | General situation in dental packages |
|---|---|
| Examination | Often included, depending on the policy |
| X-ray | Often included, depending on the policy |
| Scaling | May be included, depending on the policy; there may be a cap on the number |
| Fillings | May be included, depending on the policy |
| Teeth whitening | May be included in some packages; often assessed separately as a cosmetic procedure |
| Orthodontics | Excluded from most policies |
The statements in the table are general information only. The only reliable way to find out which procedures are covered is to check your policy or ask your insurance company.
Are whitening and scaling covered by insurance?
Scaling is included in dental packages more often than whitening. Whitening, because it is considered a cosmetic procedure, is included in some packages but not in many others.
Scaling is often needed before whitening. In that case the cleaning may be covered by your policy while the whitening is not. Likewise, any fillings or gum treatment needed before whitening are assessed separately under the terms of your policy; so it is useful to ask your insurer about each procedure in the treatment plan one by one. We explain how the two procedures are planned on the scaling and whitening page, and what determines the cost of whitening on the cost of teeth whitening page.

Limits, caps, waiting periods and co-payments
In policies with dental cover, the limit, the cap on the number of treatments, the waiting period and the co-payment vary by policy. These four concepts determine whether a procedure will be covered and to what extent.
- Limit: The maximum amount that can be covered for dental procedures during the policy period.
- Cap on number: A limit on how many times certain procedures will be covered during the policy period.
- Waiting period: The time that must pass after the policy starts before certain procedures are covered.
- Co-payment: Part of the cost of the procedure being paid by you.
Asking your insurance company about these four points before starting treatment reduces the surprises you might face later.
How do procedures work at contracted and non-contracted clinics?
At a contracted clinic, procedures are carried out with pre-authorisation (provizyon). At a non-contracted clinic, you usually pay first and then claim reimbursement from the insurance company with the invoice.
| Contracted clinic | Non-contracted clinic | |
|---|---|---|
| How it works | The clinic obtains pre-authorisation (prior approval) from the insurance company | You pay and then apply with the invoice |
| Payment | Only the co-payment or the part not covered, if any | The full cost of the procedure is charged to you first |
| Reimbursement | Not needed | Whether it is paid, and at what rate, depends on the policy |
Some policies are valid only at contracted clinics; others also reimburse a certain percentage at non-contracted clinics. Your policy determines which applies to you.
